MichaelCornn Did re-importing the metadata solve your problem? It'll have the metadata and content but say "the update is downloading". Not elegant but it works. Sadly, that didn't fix it. Import is just extremely flaky. I wrote a Powershell script using the get-wsusserver command. In the properties of the object it returned, I found the path to each file required. The script lists how many approved updates are missing files, and what the files are.

There is no "default auto approval rule". In the event you mean you used the "Run Rule Now" function after enabling the rule, then that allows us to presume that there are Approved updates, but doesn't tell us anything about the status of downloads.
